About Us
ProGloBix Education works with partners including teachers, program leadership and state organizations to improve, develop and implement education programs and projects. We help our partners build education networks, analyze data, and streamline program efforts. We specialize in the following four areas:

Program Leadership and Coordination
An interdisciplinary team comprised of researchers, educators and industry professionals who will provide guidance for your programs and projects. We support project progress monitoring to help meet your project goals and desired outcomes. Conduct meetings or community and partner convenings to support assessment and measurements of the project as well as technical support for the communication and dissemination of findings.
Our team has demonstrated success in developing and implementing similar efforts at both state and national levels.
Program Research, Evaluation and Accountability
Research and evaluation will be planned and conducted in adherence to the Program Evaluation Standards of the Joint Committee on Standards for Educational Evaluation. The Joint Committee provides guidelines for program evaluations that are intended both for users of evaluation and for evaluators.
1. Establish long-term data management plan for evaluation and reporting
- Gather survey and analyze data
- Deliver program and impact reports
2. Establish stakeholder communications and advocacy protocol
- Improve internal communication, calendar and protocols
- Establish board development approach that aligns with strategic priorities
- Develop a communication “Style guide” including templates for flyers, webpages, emails etc.
Innovative Teacher Professional Development
ProGloBix Education uses a Participatory Learning Approach to foster the teaching and learning of concepts in mathematics, science and engineering to motivate and stimulate interest in STEM education and careers.
We target all teachers and have been especially successful with teacher development in low performing schools in rural agricultural and urban areas with a large population of underrepresented students.
We work with teachers and students from low socio-economic backgrounds to develop and enhanced project-based activities that are direct. We also use web-based platforms to support collaboration and communication among teachers and students. Here is how we do this:- Promote “Equity in STEM Education” through inclusive approaches to classroom instruction and developing cultural competence using the AKAS (Attitudes, Knowledge, Skills and Awareness) model
Provide actionable enrichment that compliments a curriculum
Coordinate workshops that fit into teaching schedules and timelines
Engage teachers as experts to adapt, refine and test enrichment
Provide resources with sustained and responsive learning opportunities through continuous collaboration and support
Career Connected Learning and Student Leadership Development
ProGloBix Education team works to develop a common understanding of the opportunities and challenges that impact education, workforce demand and growth.
We provide training and resources to build up the capacity of educational leaders and faculty as well as student leaders, to help them monitor and improve student achievement and success. We accomplish this through:
- Development of a cohesive plan for specific actions
- Collaboration with organizations such as Universities, Communities and Technical Colleges and industries to build pipeline capacity by streamlining and amplifying their efforts
- Creation of interdisciplinary groups to inform, mentor and help young adults plan and develop 21st century leadership and workplace skills
About Our Team
Phyllis G. Harvey, Ed.D.
Co-Founder and Managing Partner
Phyllis works with partners to build programs, conduct research and establish Career Connected Learning Network. She previously directed the University of Washington, Mathematics Engineering and Science Achievement (MESA) K-12 Program, where she was responsible for program planning and service implementation for six regional centers. She supervised the development and dissemination of STEM curriculum materials, teacher professional development, community outreach, grant writing and partner engagements. As a former classroom science teacher and researcher, Phyllis has served on district and state level committees and actively collaborated with industry partners to support STEM education in K-12. She initiated and guided a state and national collaboration to implement engineering and computer science challenges for K-14.
Dagmara Monfort-Urena, Ph.D.
Program Director
Dagmara is an experienced data analyst and visual aid designer specializing in education and research. She has worked with multicultural students and has shown herself to be a leader by supervising, training, teaching, and assisting students ranging from middle school to college. She is extremely organized and detail oriented. She is proficient in presenting complex ideas clearly. She is able to make discrete decisions and can efficiently evaluate, troubleshoot, and solve problems. She is committed to her work and expresses the willingness to help students to achieve their career goals.
Specialties: Project vision and strategy, Project Deliverables, Project Planning and Completion, Client Communication, Team Building and Mentoring, Risk Management, Quality Management, Data Analysis, and Visual Aid Design.
